The state Duma on 26 July, adopted in the third final reading the law on the extension of the so-called program “7 nosologies”. This document was considered by MPs as a priority.

Adopted amendments expanding operating since 2008, the program under which the Ministry of health centrally purchases drugs for patients with hemophilia, cystic fibrosis, pituitary dwarfism, Gaucher disease, malignant neoplasms of lymphoid, hematopoietic and related tissues and multiple MS. Now includes hemolytic-uremic syndrome, juvenile arthritis with systemic beginning and mucopolysaccharidosis I, II and VI types.

The bill provides for the transfer of funding to the five drugs of orphan diseases from the regional level to the Federal.

Prior to the adoption of this law provide citizens with medicines and specialized products of medical nutrition for the treatment of these diseases was the competence of bodies of state power of constituent entities of Russia, and in this regard the budgets of the constituent entities to lay down a serious financial burden.

The regions could not fully perform their obligations to Finance the procurement of essential drugs, which led to the violation of the guaranteed rights of citizens to health protection.

The problem was relevant to most regions of the country. As mentioned earlier, a member of the Federation Council Valery Ryazansky, 24 Jul introducing this bill in the first reading, the initiative aims to support including the financial situation of the regions. In addition, wholesale centralized procurement will allow to bring down the price by 20-30%. A member of the Federation Council believes that a strong and principled control by Federal agencies will help bring order to the accounting and disbursement of necessary medicines.
