In connection with coming from a law enforcement Agency information about violations of the current legislation related to illegal sales of drugs included in the list of drugs subject to substantive quantitative accounting, the Ministry of health of Russia has developed amendments to the Government decree of 29 December 2007 № 964 “On approval of lists of poisonous substances for the purposes of article 234 and other articles of the Criminal code of the Russian Federation,as well as large size of strong substances for the purposes of article 234 of the Criminal code of the Russian Federation”.

According to the Chief of Department on control over drug trafficking of the MIA of Russia established by the legislation of requirements are often deliberately not complied with the guidance of pharmacy organizations and individual entrepreneurs for reasons of high yield from the illegal sale of these drugs on the background of a slight liability under applicable law.

Effective counteraction of illegal distribution of drugs used by persons suffering from dependence on opioids, including those included in the list of PKU, according to HUNK of the MIA of Russia, can be a measure to bring the perpetrators to justice.

The draft resolution amends the list of potent substances for the purposes of article 234 and other articles of the criminal code of the Russian Federation the large size of strong substances for the purposes of article 234 of the criminal code of the Russian Federation approved by the RF Government decree № 964, in part to the inclusion of drugs under international names point of pregabalin, tapentadol and Tropicamide, which have a wide popularity among persons suffering from addiction to opioids.
