An indirect confirmation of the need to integrate medical and pharmaceutical information systems is the inclusion of representatives of pharmaceutical companies and medical device manufacturers in the consortium “Digital health”, the co-founder of which will perform the Ministry of communications of the Russian Federation (Memorandum of creation of the consortium was signed on 18 February 2018). Thus, it is possible to speak about direct participation of representatives of the pharmaceutical organizations in the implementation section of the “Digital health” of the program “Digital economy”.

All this is recorded in the Government programme “Digital economy”, approved by the decree of the RF Government from 28.07.2017 No. 1632-R. But the goals are impossible to achieve, ignoring the pharmaceutical industry or considering it as a kind of appendage to medicine. A number of provisions of the Federal law № 323 directly indicate the classification of information systems pharmaceutical organizations to the information security in the health sector. Unfortunately, in the regulations, this trend is not found in its development. So one of the first objectives must be to integrate pharmaceutical information systems, EGIS and EMIAS (if to speak about Moscow).
Interaction of partorganizatsii and pharmacy associations also should think in the long term. What we plan to do the interaction only marking is a flaw that must be corrected.
“In our opinion, it is first necessary to withdraw the Federal state information system of monitoring the movement of drugs (FGIS MDLP) beyond the mere control over the labeling and the fight against fraud”, – said Polina Gabay. The task FGIS MDLP officially apply and monitor the inventory of pharmaceuticals in the constituent entities of the Russian Federation, including those purchased at the expense of the Federal budget, the monitoring of maximum retail prices for drugs from the essential drugs list and more.

Probably in the future there will be fundamentally new pharmaceutical information system. For example, the system (registers), is devoted to the experimental development of pharmaceutical companies. But this is an issue of programmers, not lawyers. Obviously, it is necessary to integrate such systems with “traditional” medical systems like EGIS and INITIATIVES.
